A cost signal can point to waste or a lower-cost option. It does not show whether a change is safe for the workload. Review the context before an owner decides.

## Make the tradeoff easy to inspect

Microsoft Cost Management and Azure Advisor show cost recommendations. A review must link each one to the workload and its owner.

## Record the cost and usage signal

Use the right Azure scope and time period. Note what the data can and cannot show.

Review

## Test the workload context

Check what the service needs. Cover demand, uptime, speed, security, and daily use before you suggest a change.

Recommend

## State the option and its tradeoffs

Keep the saving estimate, its assumptions, the risk, and the proposed action in the same review.

Decide

## Leave the action with the owner

The service team decides whether the change goes ahead, then checks the result against what the recommendation predicted.

## Bring cost data and workload knowledge together

A useful review needs the Azure scope, the time period, the service owner, and the constraints that could rule out a change.
